Donald W. Pittser

President and founder

Mr. Pittser has 36 years of Testing, Adjusting, Balancing and Commissioning experience in mechanical HVAC systems starting with his first HVAC sheet metal union job in June of 1985. His first TAB project was in 1986 at Hillcrest Hospital in Tulsa, training under his father. He obtained his first TABB Certified TAB Technician Certification in 1998 and NEBB TAB Certified Professional Certification in 1999.

His experience includes work with hospitals, clean rooms, biological-safety laboratories (BSL-1, BSL-2 & BSL-3), educational and office buildings. Mr. Pittser founded JEDI Balancing Inc. in September 2000 and quickly grew to the largest Independent Certified TAB and Certified Commissioning Firm in Colorado with over 8,000 completed projects. Mr. Pittser was awarded the Golden Castle Award by the United States Army Corps of Engineers (USACE) for his work in Afghanistan from 2012-2015, completing 68 projects for the USA Department of Defense (DoD) under Combat Zone security threat. Mr. Pittser has successfully completed over 165 International Projects for the USA Department of Defense under USACE United States Army Corps of Engineers and/or NAVFAC Naval Facilities Engineering Command in South Korea at Camp Carroll Army Base, Camp Casey Army Base, Camp Humphreys Army Base, US Army Garrison Camp Henry, Osan Air Base, Chinhae Navy Base, Bagram Air Base Afghanistan, NKC New Kabul Compound Afghanistan, Camp Bastion Afghanistan, Camp Lemonier Djibouti Africa, Incirlik Air Base Adana Turkey, Masirah Air Base Oman, Yokota Air Base Japan, Chibana Compound Okinawa Japan, Al Udeid Air Base Doha Qatar, Bucholz Army Airfield Kwajalein Atoll Marshal Islands, Almaty Kazakhstan, Baku Azerbaijan & Tbilisi Republic of Georgia. 2022

Repair Air Passenger Terminal Building 80 at Yokota Air Base, Japan

Donald Pittser performed the Certified TAB work for this Air Passenger Terminal Building. The HVAC upgrades included replacing all AHU’s, DOAS, AC’s, EF’s, VAV’s, Pumps, coils, Chiller, and Boilers. This Department of Defense and USACE project was contracted with Gilbane Federal.

2021

Central Reference Laboratory, Baku Azerbaijan Biological Threat Reduction Program (BTRP)

Donald Pittser performed the Certified TAB work for this BSL-3 Remediation Project. This Department of Defense Biological Safety Laboratory has pressure gradient dependent laboratories & procedure rooms. This DoD and USACE laboratory was contracted to Jacobs / Koray Kilic.

2019

9 SHIELD 5 Radar Defense Military Bases 5 & 7, Qatar (46 Buildings)

Donald Pittser performed the Certified Commissioning on 46 multi-use buildings that included emergency chemical attack shutdown systems and hardened structure seismic defense. The New Military Bases consisted of Buildings, Main Security, TMDE (Test, Measurement, Diagnostic Equipment) Calibration Laboratory, Pump Buildings, Substations, Dining Facilities, Communications, Dorms, Administration, Information Coordination, High Bays and Operations Center, This USACE project was contracted with Al Seal / American International Contractors, Inc.

2018

Space Fence Sensor Site and Power Plant TAB & Commissioning, US Army Garrison Kwajalein Atoll Marshall Islands / Ronald Reagan Ballistic Missile Defense Test Site

Donald Pittser performed the Certified TAB and Certified Whole Building Commissioning. Space Fence uses Gallium Nitride powered S-band ground-based radars to provide the Air Force and Space Force with detection, tracking and accurate measurement of space objects. This DoD and USACE project was contracted to Lockheed Martin / AMEC / Woods.

2017

Area 82 Secured Gymnasium Complex Bagram Air Base, Afghanistan (Combat Zone)

Donald Pittser performed the Certified TAB and Certified Commissioning on this secured athletic building included emergency chemical attack shutdown systems and hardened structure seismic defense. This DoD and USACE project was contracted with Relyant Global.

2017

P-236 Fitness Center Camp Lemonnier United States Naval Expeditionary Base, Djibouti Africa

Donald Pittser performed the Certified TAB work. The projected consisted of 2 AHU’s, Chilled Water System and Chillers. The project had third party commissioning and 100% TAB Verification by NAVFAC. This DoD and NAVFAC project was contracted with Prime Projects International.

2016

Central Reference Laboratory, Almaty Kazakhstan Biological Threat Reduction Program (BTRP)

Donald Pittser performed the Certified TAB work for this BSL-3 and BSL-2 building. This Biological Safety Laboratory has pressure gradient dependent laboratories, procedure rooms, patient rooms and Central Utility. This DoD and USACE laboratory was contracted to AECOM Government Services.

2015

Coalition Compound Billets & Blatchford Preston Billets, Al Udeid Air Base Qatar

Donald Pittser performed the Certified Commissioning on the Coalition Compound Billets consisting of 20 buildings and the Blatchford Preston Billets consisting of 2 buildings. The Billets have multiple chillers for the chilled water systems, AHU’s, MUA’s, EF’s and FCU’s. The projects are completed under the USA Department of Defense and United States Army Corps of Engineers.

2014

Craig Hospital HVAC Upgrade, Bagram Air Base, Afghanistan (Combat Zone)

Donald Pittser with JEDI Balancing performed the Certified TAB on this occupied and active combat zone hospital. The Craig Hospital is the largest US Military Hospital on the largest military base (Bagram) in Afghanistan. The hospital HVAC upgrades included replacing all 16 AHU’s, installing 243 DDC VAV’s with over 1200 diffusers and grilles in 16 phases through one-year period of performance. A new central boiler plant with heating coils to all AHU’s were tested. This DoD project is being completed under contract to Fluor Intercontinental, the LOGCAP contractor over the Bagram Air Base.

2014

Coalition Operations Center, Bagram Air Base, Afghanistan (Combat Zone)

Donald Pittser with JEDI Balancing performed the Certified TAB work for this secured building including a top-secret clearance SCIF. The COC is the largest hardened military structure in the Afghanistan Combat Zone at 100,000 square feet. The HVAC Systems included 2 AHU’s, 42 Fan Coil Units, 7 Exhaust Fans, 465 diffusers/grilles, chillers and chilled water system of 44 coils. This DoD and USACE project was contracted to CH2M Hill/Yuksel JV.

2013

Joint Operations Center at SOF Headquarters, Bagram Air Base, Afghanistan (Combat Zone)

Donald Pittser with JEDI Balancing performed the Certified TAB and Certified Commissioning work for this secured JOC Building. The JOC at new SOF Headquarters Complex is the largest JOC in the Afghanistan Combat Zone. Per the USACE, this building is the single most important building in Afghanistan when operational. The HVAC Systems included 9 AHU’s, 14 Fan Coil Units, 16 Exhaust Fans, 220 diffusers/grilles, chillers and chilled water system of 20 coils. This DoD and USACE project was contracted to EMTA Construction.

2013

Secured Communication Satellite Center, Masirah Air Base, Oman

Donald Pittser with JEDI Balancing performed the Certified TAB and Certified Commissioning work for this secured and secret clearance (escorted) facility. This Communication Server Room project consisted of 2 Computer Room Air Handlers and 1 AHU, 10 AC’s and 30 diffuser/grilles. This project is located on the remote Masirah Island off the coast of Oman. The difficult transportation totaled 34 straight hours of travel each way. This DoD and USACE project was contracted to EMTA Construction.

2013

Air Terminal Building 450 Renovation, Camp Lemonnier, Djibouti Africa

Donald Pittser with JEDI Balancing performed the Certified TAB and Certified Commissioning work for this NAVFAC airport terminal renovation. The renovation consisted of 2 AHU’s (cooling only), 4 Exhaust Fans, 3 AC’s and 82 diffusers. This DoD and NAVFAC project was contracted with AMEC.

2012

Secure RSOI Facility, Camp Bastion Air Base, Afghanistan (Combat Zone)

Donald Pittser with JEDI Balancing performed the Certified TAB on this secured AFCEE Air Force project after two other certified TAB Firms failed to deliver a functioning building. The project consisted of 4 AHU’s, 6 Exhaust Fans, and 175 diffuser/grilles. This DoD and AFCEE project was contracted with Lakeshore Engineering Services.

2010

Donald Pittser with JEDI Balancing performed the Certified TAB and Certified Commissioning work for this BSL-3 and BSL-2 building. This Department of Defense Biological Safety Laboratory has pressure gradient dependent laboratories, procedure rooms, patient rooms and Central Utility Plant. This DoD and USACE laboratory was contracted to Bechtel National.
